The Portuguese National Human Rights Committee ( PNHRC) includes representatives from: the Ministry of Foreign Affairs, the Secretary of State for the Citizenship and Equality, the Ministry of Finance, the Ministry of National Defense, the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Education, the Ministry of Culture, the  Ministry of Labour, Solidarity and Social Welfare, the Ministry of Health,  the Ministry of Economy, the Ministry of Agriculture, Florests and Rural Development, the National Institute for Statistics, the Office of Documentation and Compared Law and also the Ombudsman. The last two have the status of permanent guests.

The Resolution that created the PNHCR also provides for the participation of other public and private entities, as well as representatives of the civil society, with the aim to promote a culture of citizenship based on the respect for Human Rights. 

The PNHCR works under the coordination of the Ministry of Foreign Affairs.
